Creative Cultural Industry and the Collections of the National Palace Museum: From the Industry Policy Perspective

        The Culture and Arts, so called “Soft Strength”, is the trends in those leading countries.  Particularly, in Asia, the Korea adopts the strategy of Creative Culture for its national development strategy to lay down the foundation for its nation’s strategic industry with extremely profound effect on its country economic performance.  Taiwan, The Republic of China, also starts to focus on the planning of the Creative Culture industry by taking advantage of the Collection of National Palace Museum for building up the cultural strength as a core competence of Taiwan.

        However, the Creative Culture Chain includes Culture stage (Sources of Content), Creativity stage (Development Stage), and the business stage (Marketing Stage).  Each stage has its own unique functions and purposes.  Reviewing the current situation in Taiwan, there are some characteristics which hinders the building up of Creative Culture industry as its core competence, such as: 1) without the mechanism of Creativity and Innovation, 2) too much focusing the marketing value and the short term profits.

        This project tries to research an operable Industry-Government-Academy System by integrating the resources, Human Resources, and Technology domestically from the Nation and the Business perspective by reviewing the literature for understanding the development of creative culture industry of those leading countries and making comparisons with Taiwan’s current situation in order to setup a research framework.

        In conclusion, this research will set up the National Innovation Systems for Creative Culture Industry and establish the Industry Value Chain by the foundation of the Life Cycle of Creative Culture Product by focusing the collection of the National Palace Museum for the future policy planning reference and the mechanism of the Creative Culture Industry in Taiwan.
